Laporan ini berfokus pada periode 2016-2023, setelah KTT Masyarakat Informasi Dunia (WSIS) terakhir pada tahun 2016 dan diharapkan dapat menjadi bahan negosiasi pada tinjauan WSIS+20 yang akan datang pada tahun 2025.
