This paper reflects on the work developed by the Local Networks initiative (LocNet) around local innovation, local services and technologies for community-centred connectivity initiatives.
The document responds to a recommendation from the 2022 LocNet external evaluation report to further explore the current and desired usage of local services and technologies for the next LocNet phase.
The paper argues that global definitions of connectivity often fall short when expressing community-centred perspectives, as grassroots communities have their own understanding of what is meaningful and valuable to them. Therefore, LocNet seeks to strengthen local ties, well-being and digital activities attached to local definitions of meaning and value.
The document highlights that connectivity should go hand in hand with technical, organisational and social processes at the community level. Between 2018 and 2023, LocNet worked on projects that went beyond connectivity to address community needs through local services and technologies.
The paper also discusses participatory approaches, meaningful community-centred connectivity, democratic principles, community participation, and lessons learned from implementing local services and technologies. Finally, it reflects on future considerations, recommendations and next steps for the next phase of the LocNet initiative.
