Blended Training Programmes for ICT Network Managers in Indigenous, Rural and Remote Communities

Strengthening community-led connectivity through practical, hands-on capacity building.

The Blended Training Programme is delivered through two regional tracks: Latin America and Sub-Saharan Africa. Both programmes share a common learning methodology that combines online learning with immersive in-person training while adapting to the realities, priorities, and connectivity challenges of each region.

Together, they strengthen local technical capacity, foster peer learning, and support sustainable community-led communication and connectivity initiatives.

Training Model

How the Programme Works

The Regional Programmes follow a blended learning model that combines accessible onlineeducation with practical, hands-on training and long-term peer exchange.

Designed for Indigenous, rural, and remote contexts, the programme enables participants toprogressively strengthen technical, organizational, and leadership capacities while developingcommunity projects rooted in their own territories.

Each stage builds on the previous one, combining technical knowledge with practical application, collaborative learning, and continuous mentoring.

Online Learning

The online phase provides participants with the technical, organizational, regulatory, and strategic foundations needed to design, implement, and sustain community-centred communication and connectivity initiatives.

Learning combines self-paced study, live sessions, practical assignments, mentoring, and peer exchange, allowing participants to progressively develop their own community projects throughout the programme.

Outcome

Participants acquire the knowledge and practical skills needed to plan, deploy, and sustain
communication and connectivity initiatives within their own communities.

Innovation in Learning

Beginning with the 2025–2026 edition, both the Latin American and African programmes adopted Rhizomatica’s Moodle-based Learning Management System (LMS).

Designed for low-bandwidth environments and mobile access, the platform enables participants to continue learning regardless of connectivity constraints while improving communication with facilitators and access to learning materials.

Early results have shown higher participant engagement, improved assignment completion, stronger course completion rates, and better-developed community projects.

The Bootcamp Experience

The Bootcamp is the practical component of the programme, where participants come together to apply what they have learned during the online phase.

Through collaborative workshops, field exercises, technical practice, and peer exchange, participants strengthen their skills while building lasting regional networks that continue beyond the programme itself.

Each Bootcamp is adapted to its regional context, combining technical training with community visits, collaborative problem-solving, and opportunities to learn directly from local initiatives.
